What does the term make-up air mean? How does it apply to hvac systems?

Makeup air
Generally speaking, buildings have exhaust. Toilet exhaust being one of the major types, but there is also process exhaust, like kitchen hoods, engine tailpipe exhaust, etc.
One cannot continuously remove air from the building without replacing it. If it just comes in through the cracks in the building skin, its infiltration. If you provide for it and condition it, providing this replacement air in a controlled manner, it is "makeup air."
