Pressuretrol settings
Steam pressure settings in any building has nothing to do with the height of the building.
Steam pressure is set based on the pressure drop of the piping system. The pressure drop in a piping system is based on the frictional resistance of the piping.
Because I donot know the pressure drop of the piping system you can start at setting the pressuretrol at 1 1/2 PSI with a 1/2 lb differential and work your way down to 1 PSI set pressure.
Make sure that all your vent valves are operating properly or if you have steam traps in the system make sure your master vent works and that your steam traps are working properly.
