Steam Heat Help Needed

I have a three family house which has the first floor occupied by a docters office.The house is heated by a steam boiler with a one pipe system.There are free standing radiators on the second and third floors.The first floor is heated with heating elements that run along the walls of each office on the first floor.Two of these elements (which are about 20 feet in length and 1 1/4")have there own seperate return with an air valve(gorton #2)at the end of the run along with it's own radiator trap.The two returns run seperatly back to the boiler and are connected close the boiler into the wet return.I noticed when the second and third floor radiators got hot the first floor was not.Also noticed water spewing from the air vents on the first floor heating elements.Can this system on the first floor ever work?

    Can you draw a piping plan that shows how it is connected together?

    The traps don't belong there, perhaps.
