Noisy Heater

I live on the top floor of a condo and my downstairs neighbor just put in a new AC/Heater system. The problem is the noise. It vibrates so badly that we can't sleep at night. The neighbor has been very gracious about having the installers come back and too date all they have done has done nothing to solve the problem. A second neighbor has their unit in the same area with no noise problems. We feel that we are getting BS'd by the installers and that their is another way to mount the unit so it is quiet. Any ideas or suggestions would be welcomed immensely. We need to sleep.

is this a noise caused by vibration or is this caused by the venting of furnace???

if its noise from vibration have them install rubber and cork vibration pads under the furnace

Up on the roof?
Is this an A/C or heat pump on the roof? Wonder if it is a scroll? They tend to cause more noise inside than the old recips.0 -
Is this the exact same unit that came out? (model,size,compressor type,etc.)
Do you know how this unit is presently mounted? Go on the roof and check.
What has been done to try to correct this problem?
How is the roof constructed, could it be the construction actually amplifies this vibration into your unit? (Crazier things have happened)
Is the neighbors unit exactly the same ? If not, you maybe comparing apples with oranges.
