Looks like...
a damper operator off an old solid fuel fired boiler. Once the boiler generated steam pressure, it would close the air inlet and exhaust outlet damper. As the pressure dropped, it would open them back up to allow the fire to get higher.

Solid Fuel Damper
I've been waiting for a customer to clean out her garage so I could get some pics of a small system in the corner. It's all there including the radiation. With some TLC it looked like it would even work! Albeit unsafely! I offered to clean the garage if I could have the stoker system. She said I could take it out complete after she cleaned......Boooya!!!!0
