Orifice type radiator valves and TRV's

I have a good customer who has a client that has some old Orifice type radiator valves that are leaking. It is on an old vapor system without traps. He must rpalce the valves. The customer wants to "zone" the system with TRV's on some of the radiators. Can he do this without also putting traps on the radiator return.? If not does anyone know of a Rad valve manufactuers that still makes a graduated inlet valve.

Two alternatives
Use standard TRVs and disc orifices in the unions at the radiators, or contact someone like Tunstall who can convert the existing valves to TRVs. Either way will maintain the orificing needed for the system to work while adding the TRV capability.
