Expansion tank

Can anyone explain the right way to pipe the cold water inlet at the expansion tank in a primary/secondary system. I have seen Siegenthaler's diagrams, but I don't quite understand all of the theory or the components involved. Also, in the P/S setup, what controls the primary circulator? Does it run constantly or is it controlled by the secondary pumps through a relay?
