Based on volume small of the smaller brazed plate hx I have not seem them stamped as ASME pressure vessels. And they are unfired.
So how many are installing Pressure safety valves on cold side of brazed plate HX's?
My application is small glycol systems.

There Are...
...three different catagories that I know of - pressure vessels, miniature vessels, and fittings. Lots of heat exchangers are small enough that they will fall into the "fitting" catagory.
I always consider it good practice to install a relief valve on the the cold side of heat exchangers. If things go wrong, and the hot side keeps coming while the cold side has no home for those BTUs' you can generate some pretty impressive hydraulic pressures. Make sure that the relief is installed inside the HX isolation valves. It's cheap insurance.0
