Apt. Boiler temp

I live in an 8 suite concrete two level apartment building in Western Canada (Calgary). Temps here can, and do, vary between 30f below and 55f above sometimes within 12-24 hours. The building owner is constantly raising and lowering the boiler temp as outside temp changes. So, sometimes we freeze and sometimes we cook if she doesn't get here to raise or lower the boiler temp as the outdoor temps change. In addition, she complains that the fuel costs are too high (natural gas).
Is the constant raising and lowering of the boiler temp adding to or reducing fuel costs? Is the boiler being damaged by this activity?
This is mostly for my own information. I think this is a most educational forum. I visit often. I work in an asphalt plant in truck dispatch.

    outdoor reset



    paddy talk your landlord into investing in a good outdoor reset control this will do for her what she is doing but the control is automatic and will do the job very well. this will also save her money and time. these controls work very well and are dependable.
