Draft Location pics

What would be an alternate location for these draft regulators? The boiler on the left tends to start hard depending on if the boiler on the right is running or not, both draft regulators bang when one or the other boiler starts. I was thinking about moving them into the run. Also, note the inspection door on the boiler on the left.
