short-cycling boiler

I know of a steam boiler that short-cycles pretty badly. I believe it is because the boiler is about twice as big as the connected load. As I recall, it is a Smith cast iron sectional with a Powerflame burner. This is a housing complex with around 16 homes. The boiler is in operation when the outside air gets below a set temp. A few years ago they tried to lower the heating bills by putting in a timing device that allows them to have the boiler be "off" for designated time periods. I don't think that this has really helped much... they end up overheating their spaces when it is on so they will be comfortable during the off times. I was thinking they could have the burner adjusted to a lower setting to try to get more even operation. How feasible is this and what kind of problems could arise by doing this?

    Ross.....if your connected load calculation is correct{go over it carefully three times.....did you size for disconnected radiation).....you can save a lot of money and still heat your houses.....check your load before you go further in terms of outdoor reset,etc...john
