bathroom ventilation

Went to a neighbors house to check out how the new bathroom rehab was comming along. I saw that the bathroom vent was not vented to the outside , but, right into the attic. I told him this could be a big future problem with mold growth and insulation and structure failure. His contractor told him he has an attic fan and not to worry, and I don't know what I am talking about as I said it should have a direct vent to the outside. My neighbor is old and believes the contractor. The contractors wiring and plumbing skills have much to be desired. I told my neighbor to have an inspector look at the job, but, the contractor told him he would have to get a permit and it would raise his tax and they may make him re-wire and re-plumb the entire house. (Sounds like a scare tactic so he doesn't have to re-do his work). The contractor made a transition between Romex and BX in a plastic box and never bonded the 2 cables.I pointed this out and he said a GFI was being installed (250.00 extra because it was "code"). As far as I know , in my area, the work on a project has to be done to todays codes, and if the project is more then 50% of the house, the entire house has to be brought up to code. Does anyone have something in black and white or a link to the BOCA building code in regard to bathroom ventilation in a home? If so, either send me an e-mail or post it. I would love to hang this guy and drive him out of town. (He is a carpenter by trade and also does plumbing, heating and electricial work without a license or permit). Hope he doesn't install heating equipment this way.
