2 Pipe & 1 Pipe, steam. Can you combine?,

Looked at an old 2 pipe steam system (1st floor)no traps. Valves on each end of the rads. Returns run back individually to common return below the water line next to the boiler. 2nd floor, 1 pipe steam system. Once two separate boilers. Now one boiler. Customer having banging issues and low water. Which I think can be fixed with new vents, repacking valves, and some pipe hangers to adjust some low points. My question. Can these two systems be successfully twinned together? Do the return valves on the 2 pipe system have restricters to keep steam in the rads longer?

That should work OK
No, there are no restrictors in those 2-pipe valves. Track down the banging and I'll bet you find one of the usual causes. And keep the pressure low.
