Steam radiator sizing question.........

I had a problem a while back that my main vent wasn't letting out enough air. I fixed that by putting in a really huge Gorton vent at the end of the main.
My question is this: why is it that my house has huge radiators in all the 1st floor rooms and small radiators in the second floor rooms? (Second floor rooms are just about the same size at the first.)
AAAAAhhhh. I can't get the second floor to heat very well. I've tried slowing down the vents on the first floor and opening the vents on the second. This works until the steam hits the vents and they do their job and shut down. I think my second floor radiators are too small. Any advice? Jay.

The solution
is to do a heat-loss calculation on every room in the house, and compare that to the amount of radiation each room has. Then you'll know for sure what's needed, and can swap or replace radiators as needed.
