Correct install??

Just wondering what the wall could comment on the way this install was done. I see a few problems from what I have read and learned. The system supplies low temp 120* max. ceiling and floor radiant. To protect the boiler from low return temps. this is not how the manual for Weil Mclain shows it. Install done in 93 no problems "yet".
