old burnham fans/vapor heaters

I have two large 1920's Burnham heat fans supplying air to a large first floor indirect system(see "Lost Art")...inside was a device to automatically supply tap water to the unit...as the steam tray inside the unit heats up, water vapor is supplied to the ducts....goes throught the indirects and out into the first floor....two questions......any risk of Legionaire Disease if we have water in them as intended, and....each unit had a solenoid gate valve on the return ....why didn't they use a broomell p fitting...john
