replacing steam air valves

I HAVE A 1 FAMILY HOUSE. THE SECOND FLOOR RUNS 10-20 DEGREES HIGHER THEN THE FIRST FLOOR. WHEN I REPLACE THE STEAM AIR VALVES WOULD I PUT A HIGHER # OR LOWER # VALVE TO HAVE LESS HEAT COME OUT OF THE UPSTAIRS RADIATORS.

new vents
Generally speaking, set adjustable vents to a lower setting to reduce heat output. If this doesn't work, consider thermostatic radiator vents for the second floor. They will prvent overheating.
