but common around here to avoid cost of gas line & flue to the 2nd floor. Usually since heat rises, not that much is needed. The 2nd system is more for cooling.

Sized right? Only a load calc and comparing to the backup heat will tell. Heat pumps must be installed with some kind of backup, usually resistance heat, and that is sized to the heat loss of the area it serves. Could be that they didn't put backup in the blower or didn't wire it in. Or it is undersized.

    heat pump

    my daughter just bought a new center hall colonial in maryland. it is heated by forced hot air using a gas furnace for the basement and first floor, and a heat pump for the 2nd floor.the heat pump appears woefully inadequate for heating the 2nd floor.
    1. is this combination normal for this area?
    2. is there a way to check if the equipment is sized properly?
    3. can i find a knowledgable contractor in this area to evaluate this system if the builder cannot remedy the problem? (Emmitsburg, Maryland)
