Failed heat tape!

My "favorite" nemesis, the Water Tower that I inherited has struck again. Two days of 0°F temps and a maintenance man that paid no attention to the flashing alarm and signal light, caused the loss of this 8" drain valve. (and the dumping of 75,000 gallons of water onto the ground)

Looks familiar!
We changed this out today. Apparently the heat was shut off. The small building where this was located filled with water until the (double)doors sprang open, at which time most of the contents of the room was washed into the parking lot.I think they will pay more attention in the future.
Made for an interesting day.
