most efficient hot water radiator?

I'm not a heating pro . . . but here's my issue and question. Two-story brick-clad house, built 1951 . . . . we have gas hot water hearting system but the house never seems to really warm up . . . all over and especially upstairs . . . according to our heating guys the furnace is in good shape and the right size . . .I think it's the radiators . . . old ones were replaced prior to our move-in with baffle (?) style radiators (ie. hotwater pipe about 1/3" mounted through a series of metal baffles/reflectors.) Are there more efficient hot water radiators? Our neighbors have a draftier, airier house with old steam radiators and their place gets toasty . . . It's a comfort issue but also money issue as we are pumping the heat up with smaller and smaller effect.
