Radiant, Hot-water heaters, & Pennsylvania

I have a small radiant job that requires 7,000 Btu's of 140 degree water for a Wirsbo Quick Trac job. I would like to use a 40 gallon hot-water heater with a flat plate heat ex-changer for the radiant side and a mixing valve for domestic use. I would like to know

1.Is this possible?

2. Has anyone done it?

3. Is it ASME compliant to do it this way?
