Caution with \"find a pro..\" &2-pipe steam question

I spoke with the top two "professionals" I got from this site to help with a steam problem- I cautioned both of them that compared to the jobs they did this may be small, and they were welcome to decline: both said they were interested. Then one made an appointment to come over and did not show up-no call either and no returned call since. The other promised to call me with an appointment in a specified time, and then despite several calls from me did not. I don't see how the term "professional" can be applied to these people. I had hoped this site would be a good source for a steampro (who Id be happy to pay) but it seems like I have to get help online- just like everything else!
Heres my problem:
I have a two pipe steam system.The first floor rads heat up fine. The second floor is spotty. What Ive noticed is that whenever the thermostat is bumped up by a minimum of 4 or 5 degrees, ALL the rads heat up nicely. Once the new temp is attained, the second floor starts to cool to 4-6 degrees below the first floor. and the only way I can get these 2nd floor rads to go again is to either increase the temp further, or Drop the temp 4-5 degrees, wait for the cooling and then re-increase the temp back.
I bought the house last year, and the boiler was replaced about 5 years ago. I think this is a vapor system as there is a "Hoffman Differential loop" in the basement. Could someone advise and or reccomend a pro in Southern Westchester who would be willing to actually comeout and help?
PS. Ive already bought all the book I can from this site on steam but this not being my area of expertise I do not think I can do it myself

I am sorry that you did not have a good experience, no excuse for that.
You may be looking in the wrong place for the answer, meaning the heating system may not be the problem.
You live in New York. I would recommend that you look into the Energy Star program and get a whole house energy audit.
Quite often people blame the heating system for problems that are NOT the heating systems fault.
Look at NYSERDA's site and see what the program offers. You may find that some air sealing and insulation will solve your problem.
