Thermostatic Radiator Valves

On A 1 Pipe steam system would it make sense to install the thermostat in the coldest part of the building and install thermostatic radiator valves on the "Hot" rooms? Seems most houses and buildings have thermostat in the warm room, while other rooms are cold because thermostat is satisfied.

Yes. You ahve to generate a call for heat for the valves to work. If there is no call the vents are open in a cold room and the TRV will only respond to overheating. Put the stat in the coolest room with a regular vent and TRVs in the rooms that overheat.
