Water level fluctuation - Burnham V908A

1 year old Burnham V908A. Water level in glass fluctuates up to 4 inches (sometimes 1 to 2 inches very rapidly), and sometimes reaches almost the top of the glass. this happens more when the boiler just starts to make steam, espcially if from "dead cold". However, even when "hot", there's a couple of inches of fluctuation. The installer says this is "normal". I thought the water was supposed to be pretty much "dead" solid?

Without seeing the install, how is the near boiler piping? Header high enough? Equalizer present and correctly piped? Is boiler overfired? Blocked return piping? Correctly sized risers? Lots and lots of possibilities.
