I have used is actually a laminate. The cork itself is very thin with a plywood type backer. If yours is this type the R value would probably be a tad less. Most cork I see is 5/16- 7/16" thick, probably a metric size!
1/4" rubber pad is r-.03 1/4" urethane 1.0. according to the RadPad. I suspect somewhere in that range would cover your product, depending on the makeup.

I am working on a bid that is going to have 1/4" cork and a padding below it which is also 1/4" thick. I found out that the r-value of the cork is about 2, but I can not find out anything about the padding below it. The only things I know about the padding is that it is 1/4" thick and is called QuiteWalk. Any help will be greatly appreciated.

That R-value seems too high. Appendix D, page 229 in the CDAM states .56 for 1/4" cork.
