Bypass Loop?

I am replacing an old coal fired boiler that was retrofitted to #2 oil some time ago. I noticed at the supply outlet that there is a valve of some sort that runs to the return- near the boiler. What is this bypass for, and is the correst term even bypass?? What is it and is it necessary for the new boiler when we insatll it? The system was a single zone monoflow system, it's going to be one zone monoflow heat and one zone indirect water heater. All equipment is Buderus if it even matters....

    pictures it sounds like some sort of system bypass to protect the boiler...what is the system radiation... fin convectors, cast iron rads???? was a heat loss done to get the design temp? a set up of similar protection should be addressed. If you are doing the indirect you might think about prioritizing if the system mass would slow tank recovery...kpc

    The system is composed of fin tube radiators.
