Water escapes when purging air from bleeder vavlve

Two zone ,hot water system with a bleeder valve on the cold water intake line. System was not delivering heat thru first floor zone. Upstairs zone worked OK. I was able to fix the problem by adding some water with the relief valve on the cold water intake line. After I did that,system worked OK. I suspect that there's some trapped air in the line.
Next,I opened the bleeder valve that's connected directly to the cold water intake line,to my surprise,after releasing air,water spurted out of the valve. Appears that this valve is filled with water,is that correct? If not,what should I do next?

    Auto air vents

    Sometimes the needle valve in the auto air vent sticks, if it is a copper Maid-O-Mist, replace the auto air vent with a Taco or similar CLEANABLE auto air vent, they are silver and the top screws off to allow cleaning.

    If it is a Taco or other cleanable auto air vent, first try pushing on the needle valve once or twice, sometimes they will work free and shut off again. If not, remove pressure from the air vent and unscrew the top. Inside it will be brown from rusty water, wipe it all clean and make sure the parts move freely. Reinstall the cap and reapply pressure to system.

    By the way, if the system ran low on water, the boiler makeup line isn't functioning. Check the backflow preventer or the pressure reduction valve. Always leave the supply valves open on the cold water line to the boiler. It is vital to maintaining pressure and keeping the boiler from running out of water and steaming.
