3 Unit Brick, Chicago, No heat in raditor in 3 Floor Unit

I have a 3 unit brick in Chicago. There is no heat coming from the 3rd floor unit in the living room only. The radiator and the supply to the radiator is cold. The 1st and 2nd floor unit raditors are all warm/hot. Someone says it may be a bleeding problem. Can you guys advise?

    heat

Is this gravity hot water with cast iron radiators? Is this steam? Is the backing plate on the thermostat level. Is there a pump on the system? Please give more detailed information so we can help you more easily. Give us a good visual.

If that radiator has only one pipe connected to it

it probably has a bad air vent. Remove it and see if air comes out the hole in the radiator- if so, put in a new vent and it should work.
