no heat in bathrooms

Very big building with pnenatic steam valves just recalibrated stats have heat upstairs in one area ,no heat in the other area .three radiators one pipe with adjustable air vents .traced line from thid floor down to basement.This line comes off a three inch main into 11/4 .should there be a main vent there .Ifound a elbow somebody piped a nipple with elbow just off the 11/4 started and it has a plug in it 3/4 inch ....iwas going toput vent in it .Do they make a 3/4 inch vent .Limited room because of ceiling.
