Odd part for Old Radiator

I have a 1919 Bungalow. Contractor bought an old radiator to put in the new upstairs room. Radiator has never worked. First the plumber crossed the pipes. OK, so now finally he's fixed that. He checked for rust. Now he says he can't find the right fitting for the radiator. It has 2 columns. Water goes in on one side at the usual low mark 4-6 inches from floor, but comes OUT on other side from the TOP. A pipe runs down from the top into the floor, and theres a little gadget on it. This is the part he says is "wrong" and he can't find a replacement. The plumber himself if about 80 years old, speaks english as a 2nd language, and this problem has been going on for a year. I've paid him already. Am ruluctant to loose more money finding another plumber since this one has to fix it for free. But he can't find the "part" and I don't know what he is talking about. I am searching for pictures of this radiator so I can show it to shops and find the part. Anyone know what i am talking about?

You didn't mention steam or hot water, but you did say water. Should feed at the top in either case and return out the bottom. Only two parts I can think of are the valve on the supply, or if steam, it's a trap on the bottom outlet. Maybe he's looking for a trap cage unit ( the inside working element of the trap). If he can't fine one, several manyfacturers make new ones. Call a reputable heating contractor in your area or use the Find a Pro feature here.
