City steam building will not heat? Help

Building has city steam but will not heat. Building has one pipe run out to radiators but the risers are driped through traps. The Main vent is on the return side. The radiators have all new vents but they do not heat across. Some of the steam does not travel all the way up the risers. If you remove the vent the radiator puffs out and then nothing. My feeling is that the traps will not allow the mains to vent or the main vents are clogged. No air comes out the main vent. Any ideas as to where to start?

Check and be sure the regulater is okay
City steam typically has a regulater by the meter.
