Water level and vacuum return tank

Can someone advise me on control and operation of system.
The system was a Warren Webster with two zone valves. Before my involvement the boiler and condensate tank was replaced, I dont know the original boiler make. A hybrid control system was also installed,Johnson Metasys.
New boiler- Smith series 28A-6 Gas 1827MBH,steam 1,089,000 btu/hr. condensate tank- no mfg data ( contractor decal)
The tank pumps to the boiler regardless of boiler water level,in cold weather the water level is normal. In moderate weather the level is out the top of the glass. And I have to drain repeatedly.
Should the cond pumps be interlocked with the boiler? Also
from what I read here, I am sure the pressure is too high,
c.o.@5lbs. I would set lower but the boiler on cycle is already pretty short. btw I had a chemical treatment program started.Thanks,
