tells me that on the very coldest days of the year, my 25 year old Weil McLain Boiler (single pipe steam) is being called to heat 14.5 hours out of a 24 hour day. Does that mean if/when I go to replace my current boiler, I can go with a BTU rating that's only 60% of the current boiler's rating?

steam boiler sizing
Steam boilers are sized differently from Water boilers. The EDR rating of the STEAM boiler must not be less then the EDR of the connected RADIATORS. A water boiler is sized to match the actual calculated heating load of the structure. Your current boiler may well be oversized, but you will have to calculate the required EDR when you spec the new boiler. Hope this helps0 -
