Radiant Ceiling Panels

Existing building is an Old School built in the 50's and is now in the process of being converted to office space. Main system is probably going to be a Central VAV system to serve each office space. Heat loss for each 30ft x 30ft zone is approx 30 MBH. Would like to keep heat out of the VAV unit and zone each space with radiant heating. System should be flexible to allow frequent zoning changes. Have looked at heat output of some radiant panels and output is limited to approx 400 btuh/sqft. Any suggestions on a system using all radiant ceiling panels????

Radiant panels
First off, that heat loss seems rather high, even for a Prairie winter. Does it include ventilation heating load? Is it a result of poor envelope? If the building is being converted, I suggest money be spent on the glazing and envelope to reduce the heat losses to as low as possible, and then use radiant panels around the perimeter to pick up skin heat losses only. The air system could then remain cooling only VAV while the radiant panels deal with the perimeter trim loads. The VAV system supply air can be reset up or down depending on seasonal adjustments. I assume the ventilation heat will be taken care of at the central air unit. Usually in the coldest climates I've ever dealt with (Prince George BC, Edmonton AB, Winnipeg MB) even cheap double glazed office perimeters were controlled well with a strip of 24"-30" radiant panels around the perimeter operated at 200F peak.0
