the Btu's to watts, calculate the heat load and multiply by the number of average annual run hours for your zone, which is 2,200. That'll give you your annual average watt usage. From there, you'll need to either average the heating degree days or make assumptions regarding the division of annual energy usage per month.

If it's a small application like a bath of any reasonable size or a small kitchen and electricity is the only option and ceramic tile is used, electric resistance heating cables or mats will cost less to install, less to maintain and use a touch less juice as there is no circulator to run and no possible transmission loss.
