Dirty walls...Why? Is this normal?

Check high limit water temp, 180 the norm, higher temps can cause the air to rise faster thru the baseboard picking up dust and leaving it as streaks above baseboard.

Dirty walls!!! Why? Is this normal?
We have a nearly 40 year old house with a hot water heating system driven by oil. In the pat we have had soot problems in the boiler/furnace? room but we have now solved that problem. My question is...Is it normal that my walls get so dirty right above the baseboards? It is only in the winter when we use the heater. We have lived here for six years and it has always been a problem. We just painted my sons room about a month ago and I can already see dirt forming above the baseboards.
