Insulation under slab

I have a client that wants to install radiant in an enclosed sun porch. The room has an existing slab, also it will be heated with hydronic forced hot air & air conditioned. The radiant will be used only for floor warming purposes. The GC on the job wants to pour another slab over the existing, total thickness with the stone floor will be approx. 4". The question is will I need insulation between the two slabs, and if so what kind. Would insul-a-tarp work or is there another product that is just reflective. I live in suffolk county ,NY, so if anyone knows of a source locally for these products , I would greatly appreciate any pointers in that direction. Thanks in advance.
