Long, in wall radiator - 1 pipe, NOT HOT

My house was built in 1940, has steam heat. Living room has 1 large radiator, the in-wall type, not the cylinder type. There is 1 pipe on the left coming in, the pipe is hot, the radiator is lukewarm very close to the pipe, very cold farther away from the pipe...the outside temp is in low 20's right now, thermometer is in this room set at 70, the room is cold...don't know how thermometer can register 70, though it does...it must work the gas hard...ie. my heat bill is probably exhorbitant. Fact is the room is very cold and this radiator is COLD, not even warm, on side away from the pipe. The pipe is HOT...what could be the problem with the radiator? The steam release knob is turned all the way on.

forget to mention I have changed the air vent...with a Gorton's "6". (even though it's on 1st floor, above basement...being a cold room I replaced with a "6").
Change of vent did not help.
