Rad valve--open vs partially closed?

I have one radiator (furthest from boiler) that accumulates water [and subsequently bangs once heat gets 1/2 way across). Pitch is okay so suspected valve opening. Took valve apart--when fully "open" the gasket still blocks 1/2 of the opening into the rad. This is original equipment (Detroit valve) on one-pipe steam so it is a little perplexing-it seems to be designed to only leave 1/2 open into radiator....Riser to valve is 3/4", Valve is 1", iron radiator EDR is about 25 (11 sections, 3 column, 18" high.) Hoffman 40 vent. Boiler pressure low, believe steam relatively clean. Any ideas appreciated.

trying to heat a small bathroom
i have a small bathroom in basement (25 sq ft).how can i heat it?it can get pretty cold.i have a one pipe steam system in the basement for the house.can some one offer any options?

It should open further than that
try some penetrating oil on the stem threads.

You could use
a small radiator hung high on the wall to keep it above the waterline, or run a hot-water loop from the bottom of the boiler to a radiator or baseboard on the floor.
