Snap-on element fin

Has anyone seen or developed a product like this? I seem to recall a company that produced this. What I am looking for is product that can be clamped or bolted together in some way that will allow a mechanical contractor to add more aluminum fin to an existing baseboard element run. This would allow no cutting in or draining of the heating system. Of course the fit would have to be tight to the copper run to have any BTU heat transfer value...
A Building Management company is looking for this and have asked me to source this for them.
