Top Floor Steam Vent Problem

I have been working on a one-pipe steam system that is approximately 60 years old. The building is a 2-story above a basement and was originally a hospital, but now is an assisted care facility.
Of the 60 or more rooms/radiators in the entire system, why am I having the worst problems on the upper floor with water and rust build up in the radiators. You would think the problems would occur on the lower levels where the rust would settle?
PS-We are scheduled to clean and treat the system next week.
