steam radiator problem

I have six steam radiators in my house. Only the top half of each radiator heats while the lower half stays cold. Does anyone have any ideas as to what the problem might be?

    is this a 1 pipe or a 2 pipe steam system? Is this your first time haveing steam as your heat?

    Boiler

    Did this just start? Does the stat turn the boiler off when the rads get 1/2 hot or does the burner keep running to cut out pressure? My guess so far is that you need more main venting, I think the air isn't getting out fast enough. The 1/2 even part is actually good because it narrows the possibilites.

    This is a one pipe system. The furnace is a Weil Mclean and is running at 84% efficiency.

    Just noticed it this recently. The burner seems to cut on and off again fairly frequently.

    I you sure its steam

    I had a forced hoy water sys that did this.

    Dave, are the vents

    mounted low on the side of the radiator, or at the top? If the latter, steam is rising to the top of the radiators and shutting the vents.
