Water not circulating

Home was built in 87' with two zone valves, one circulating pump. At that time all of the rooms had plenty of heat. Location of thermostats have not changed. Half the upper floor is baking and the other half is barely making it. The upper floor has its own zone valve. On a call for heat, every room warms up except for the two rooms over the garage. Mind you that when the house was built, all the rooms had heat. Circulator and zone valve are working accordingly, I see and hear them working. Have bled the system and all of the rooms get heat for a few days, then these two rooms do not get enough heat. Oil service technician says everything is fine including the air venting system.

    The circulating pump of my 2 zone heating system is not turning on. My system is a converted oil burner (now natural gas). Given this problem, the system is somehow maintaining the house temp at 68.

    - When the thermostats turned up to 80, the zone valves are opening and closing as expected.

    - The boiler is maintaining the temp as expected.

    - I have replaced the circulation pump (Taco 007) and it is installed in the correct orientation.

    I am thinking that a relay in the Honeywell Aquastat (R8182h) is failing. With the cover off, I can see the relay on the right switch on, but the one of the left does not move at all.

    What diagnostic tests can I perform to diagnose or verify where the problem is.

    If this is the problem, can this be replaced by a homeowner assuming that I can get the same unit?

    I have scheduled a technician for Thursday, but if I can do this myself, I would prefer to save the $$.

    Circulating pump

    Check the settings on the 8182. The low needs to be 20 degrees lower than the high or the circulator will never turn on.
