baseboard btu's?

Ok, How does one determine the output per foot of baseboard when it is custom biult and unrated. We have a situation where an assitech wants us to just install elemant that will then be custom encolsured on site .It has plenty of open space on top as it is a linear diffuser but it will only be 4" high overall and have a 1" opening on the bottom so we won't be getting much of a chimney going through it. 300?400? btu per foot. The best part was she couldn't tell me how much per foot and then told us how many feet we could run and where she would allow us to put it ha ha ha..... Of couse if it doesn't work it will be my fault but hey isn't that the way it always is.

Testing
I think one approach would be to build some, figure out the head, pump, and flow rate, and measure the delta T across the water, and the air.
Otherwise, I would think it was guessing, more than testing. Ask for specs, and sign off when they don't come; in writing.

Find out what it is, and compare that element
Compare it bare to the same element in various covers by the manufacturer. The cabinet shape and tolerances to the fins make a huge difference.
The more I looked at, the more I realized that you will be guessing if you don't measure.

Base board 7 BTUs
Why are you going to allow some one to build base board convectors?
Manufacturers build all kinds of fin tubes that have ratings. But it does not end there. The type of cabinet the convector is put in will have an effect on how many BTUs will be put out to the room.
Have your contractor bring in the engineering catalogs from Sterling or Slant Fin. Look at the ratings of the convectors based on the temperature of the fluid passing through them. Look at the cabinets and see how they affect the BTU output.
You can pick a style of cabinet and build it out of wood or any other material Just make sure that air can get in from the bottom and have a free path out of the top.
The end result is you will be within 10% of the manufactured item.
