I'm a HVAC tech in the Chicago area and...
The only licensing we have to have for HVAC work is issued by the cities/villages we work in, and they really are just a slip of paper that says, you pay us money and we give you permission to work in our town. Also depending on where you live in Cook, you prbably will have to get a permit and final inspection done of any installation or replacement work you have done.
Plumbers and Electricians in Illinois have to be state licensed.

Mass
plumbers are liscensed but that doesn't mean they know anything about steam or heating in general. There is a seperate liscence for oil burners and gas and those are more heat related No liscence for HVAC under 10 tons capacity. No liscence for regular hot water work like radiant just a permit required and liscenced plumber for tying in the 911s. it gets very confusing

Electrician
Electricians in Illinois don't have to be licensed as of yet and never have, they only fall in to local requirements. The state is working toward licensing everyone, as soon as they can fund and staff it, electricians will probable be first.

In Colorado
our attempts to get state licensing for heating contractors was beat back by the City of Denver.
State licenses plumbers, class 1 cities require HVAC contractors to hold individual licensure. Denver has an open book test that in order to take you have to show MANY years field experience before you can test.
