radiators TOO hot - windows open 24/7

Hello - I need advice on how to fix my radiators being extremely hot. I have played with turning the one control knob all the way in one direction and then all the way in the other direction. They're way too hot regardless. My landlady each winter says she'll send someone over. It's never happened. Do I get someone and then take the cost off the rent check? How would we fix it without her home to shut off the system?

sounds like the valve doesnt work,

what kind of system is it, steam, hot water?

... should solve the problem if you can convice your landlady that she will save enough money to make it worth while. They will save your landlady a lot of energy and make you more comfortable!
