Cold radiators

I have an old oil fired hot water heating system with an expansion tank. My problem is the radiators on the 2nd. floor are only getting half warm. My expansion tank is full of water and the guage on the boiler which give me readings for the water temperature, pounds and feet is barely giving me a reading on the foot and pound scale.

Send them to Florida! not!
set the pressure at 12#'s and then bleed the upper floor rads of air. the Ex tnk needs draining. It may be best to get a contractor out there to help.0 -
No pressure no flow
When I see this it's usually a water leak were the fill valve if there is on was froze closed. I wouldn't worry about the expansion tank yet, manually add water to 12 pounds on the gauge and watch for a leak. If you see no leaks the fire up the boiler and recheck pressure, if rads all not hot, bleed.0
