water level drops quickly

I have a Homart boiler circa early 60's. It has a low water cutoff, but no automatic feed. The system is a one pipe system. When I call for heat, after about 15 minutes, the water level in the glass drops about an inch every three minutes. Eventually, (after about 18-20 minutes of the boiler being on), the water level drops too much and the low water cutoff kicks in. Now for the fun part. The water level in the glass then begins to climb very slowly. After about 2 minutes, the boiler goes on again. Then, after about 3-4 minutes, the level drops to the point of cutoff and the cycle keeps on repeating itself. (3 minutes on, 2 minutes off) If anyone feels they could get a handle on this with the info. provided, PLEASE HELP!
Thanks

Sounds like a plugged up return pipe
the low one, below the water line from the end of the main.
