it is actually a bldg. control valve for a section . i would consider it a district system.. one plant ---four or more bldgs.. a few of my colleages came to the same consensus as you so i am satisfied.it has been a while since i worked on hi-press. but years ago we did some manhattan district steam--102 #. this is only 60 # lite stuff!! thanx for your expertise,Bob.

a main steam stop valve?
If so then OS&Y cast body flanged gate would be appropriate
Cast is good up to 250psi, malleable 250 to 350psi, steel over 350psi.0 -

...where the safety valve lifts. 60# will be the operating pressure, and you need that to size the pipe and control valves, etc. The actual RATING requirement of the components is another adventure altogether. The 60# system could be fed through a PRV from a boiler system operating at 125 PSIG. The safety valve setting could be 150# on the boilers. If there's no properly sized safety valve on the line after the PRV, then the boiler safety valves (maybe 150#?) are the determining factor. As long as the safety valves lift at 250 or less, the 250 cast iron valve you're installing should be OK.
The ASME B31.1 Power Piping Code covers (among many other things) district heating operations. If you want to see the official word, that'll be where to look.
