Help with new home

We recently purchased a home in West Orange, NJ built in 1935. There is single pipe steam throughout on a Weil McLein boiler installed in 1997.

My first step in solving my problem was buying Dan's books The Lost Art of Steam Heating and A Pocket Full....

Balancing is my problem. 1st floor will be toasty warm and 2nd. floor will be appx. 10 degrees cooler. My questions:

Before attempting to balance my system should all air vents be from the same Mfgr. just for starters? I have a mix of Gorton C, D, and 1, Dole 97, 1933 Bullet style. I understand the principle behind venting, but I'm not sure why there is such a mixture from room to room. I think my best bet is to replace all given their aparent age.

The end of the main has a 1933 bullet style vent. There is a date stamp on it of Sep. 1936. I have my doubts as to the functionality of this vent and question why it would have been used on a main?
